The VAVR program, also known as a car scrappage or old vehicle buy back program, provides monetary or other incentives to vehicle owners to voluntarily retire their older, more polluting vehicle. A primary goal of the VAVR program is to encourage a more timely removal of older, more polluting vehicles from California roadways to be replaced with newer, cleaner vehicles or alternative transportation options. The Vehicle Buy Back Program is a voluntary program that takes older, high-polluting vehicles off the road that would otherwise likely remain in operation. Eligible vehicles 1998 or older will be purchased and scrapped by approved Air District dismantlers, Environmental Engineering Studies and Pick-n-Pull. If your vehicle meets all program requirements, the dismantler will buy and scrap your vehicle and provide you with a $1,200 check.
The Air District maintains a Vehicle Inventory(61 Kb PDF, 4 pgs, posted 3/30/2023) for classic car collectors or others interested in purchasing 1998 and older vehicles or their parts that are intended for scrapping under this program. In accordance with Title 13, CCR, Chapter 13, Article 1, Section 2605, vehicles submitted to the program will be listed and available for interested parties to purchase from the dismantler for a minimum of 10 days. You may also call one of the Vehicle Dismantlers for an inventory of vehicles available for purchase.
Qualified vehicles are available to be viewed and purchased by members of the public for a period of ten (10) days from the date of qualification into the program. The Bay Area Air Quality Management District Old Car Buy Back and Scrap Program will pay $1,200 for a qualified operating and registered 1997 and older vehicle. The Old Car Buy Back and Scrap Program is a voluntary program that takes older vehicles off the road and dismantles them. The Bay Area Air District includes all of Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, and Santa Clara counties, and the southern portions of Solano and Sonoma counties. The Old Car Buy Back and Scrap Program is sponsored by the Bay Area Air Quality Management District. This Voluntary Accelerated Vehicle Retirement (VAVR) Program is not operated by the State of California. Your participation is entirely voluntary. Incentives will be awarded on a first-come, first-served basis until the available funds are exhausted.

The Vehicle Buy Back Program buys used vehicles from CA motorists. The program offers a flat $1500 to income eligible applicants, and $1000 to others.CA Vehicle Buy Back RequirementsA. Smog Check Required - You may obtain a smog check at any time. You do not need to wait for your vehicle's registration renewal period. Visit a smog station and ask for a smog check that will be used to apply for the California vehicle retirement program.B. Your vehicle must not have a tampered emission system(s) and its smog check failure must not be due solely to an ignition timing adjustment or gas cap functional test.
